I have (grp. omit. ? informed the) Japanese and United States Ministers of your intended visit to († Hankow). Although United States Minister would, I think, accept my personal assurance to the contrary, belief is universal that Cantor surtaxes were origin- ally proposed by us as part of the bargain for removal | of the boycott. Circumstantial evidence for this is extremely strong and it is important to avoid so far as possible further grounde just or unjust on which other treaty powers might think that we are double- crossing them.
